My friend wants to play minecraft with me but my ip keeps changing and we dont want to use HAMATCHI

Uh, it shouldn't change, it's not your internal ip you want to connect to, it's the external.

If you are on about your intetnet connection IP and not a local machine's IP only your ISP can issue a static IP.
if you want one of them ul need to call your provider and ask for one which usualy costs money

To avoid hassle and sometimes costs of switching to a static IP just use hamachi. It isn't rocket science and is easier in my opinion than port forwarding. What's the big deal with installing a program anyways?
