Okay so my friend account got banned and then he mad a new accout with elite premuiem. Well a week or two later he noticed his account was unbanned so he started playing on his old account again. So can be still download the new maps on his account with Premiuem elite and still play them on his accout that's not Premiuem?

Yes, when you download the maps the licence is on your xbox not account

Well that aint happened my end i bought the hardened edition downloaded the new content today i can play it yet the wife who is using the same xbox as me just her own account cant play the new content when she clicks on the elite playlist and selects a game it comes up required map pack dlc 1 is missing or damaged you can goto the store to purchase game content and subscriptions.Does this mean everyone has got to buy premium elite 3 of us share the same xbox?
