well when i track my order to see where my jtag is that i ordered, i ordered a 3rd JTAG. it says..
Payment of charges - Item being held, addressee being notified
what dose this mean?

I think it means it's being held by the shipping company, and that a notification of the holding is going to be sent to either you or the person who sent it.
Maybe they didn't have the correct postage requirements. (Stamps, tax, weight, whatever. I'm unsure of postage details.)

You could just try checking back in a day or two, or contact the shipping company.
