I cant decide if im going to jailbreak my iPhone 4 or not, does the jailbreak make the phone slower or something like that and are there any other downsides?

It shouldn't make it slow if you don't have 897465379847 things downloaded on it.

Honestly, do it.

Downside that it will no longer be under guarantee (but you can just restore it, the shops/apple wont know)

The advantage is that you can get apps for free, can customize your iDevice etc.

One more question, will my iCloud backup be needed or will everything be the same after the jailbreak?

A big con is though that you lose your warranty, so you might want to think hard about it.
