OK, After rereading the first few pages I finally figured it out. This basically lets you enter cheats on mulitplayer.

You have to find your own cheat codes and then go to options and press Y, then enter the cheat code. Then you can turn it off and on as you please.

If you would add this or make it clearer on the first page I think it would be a LOT less confusing for everyone. Also under extra help maybe add a link or two to find cheat codes.
