yeah its safe and anonymous (as long as the proxy is anon)

but it will be mega slow.

what sorta file is it?
if its something you can get into trouble for then yeah use a proxy.
a movie/tv/game dont bother with one it will take ages to dl

Depending On file make sure it dont have trojens or virus in it
