Not really, the game/disc could come as a kind of code, and the console reads that one time code. Kind of like using the disk as a login/user account.
This idea sucks though. The only way they could get away with this is if the initial price of the games was low at around $20-$35.
Also, if microsoft were to implement such an idea. It would result in a massive dip in some company profits. Such as gamestation. They have a successful system where consumers can swap old games for store credit. with which they purchase new games.
If businesses could not use this feature, their profits and sales may drop drastically.

they dont want people buying used games as it takes money away from the games devs.
if this does happen it will annoy alot of people but we will have to deal with it or not play them at all.
