i finished the forsworn quest line in markarth but if i try to visit that hold all the guards attack me and say im under arrest for conspiracy of murder(like in the quests) and if i try to say i submit, it does a loop and tells me im under arrest for conspiracy of murder.
is this a glitch or it the game supposed to be like that?

same thing for me lol, all i did was kill all the guards that came at me and then it quit doing it lol i was confused but try that

like i never had to pay or anything, i just killed them because it was making me mad and since that i havnt had guards randomly come at me and say im under arrest.

Here is how to fix it (Or at least what I think):
Join the Stormcloaks in Windhelm. If you dont know how: Go to Windhelm and into the Palace of kings. Then go into this war romm to the very left of the throne. Find this guy wearing a bear helmet, talk to him and say I want to join the StormCloaks then just follow the main questline from there.
Then once you capture Solitude, I think they will stop attacking you. I did the Forsworn quest too and this happened to me also.

think im screwed then, i already did the civil war quest line

I don't know If you've tried this yet but, When this happens to me I kill another guard and then after you kill him/her put your weapon away and they say there little " Committed Crime " Phrase. This worked for me, but if it doesn't work sorry just trying to help from my passed experiences.
