OK so untethered means that it is permanent but can you still restore it to factory condition? i was thinking yes please tell me if i'm right or wrong

and its a iphone4s

Untethered is just the average jailbreak and you can turn on/off without computer
Tethered is just the average jailbreak but you need a computuer to turn on/off
and both of them you can restore with itunes, yes

Untethered means that you do not need assistance from a computer to help it boot up.

No matter what type of jailbreak it is you are still able to restore to a regular iPhone software
