Heylo TTG! I've produced a step-by-step video on how to get UNDER WhiteRun and the SkyForge and access the secret chest, also known as the guys inventory (the guy that is at the SkyForge). It's quite simple, you don't have to have a high level although it's recommended as your health might be too low to take if you've done the glitch wrong as a low level. But; if you're only like level 1 you CAN still do it! You're going to be precise though. As you can see I took a little damage in the video.
