When i was buying a house from Windhelm, it said that the house cost 12000 but i only had 8000, but it still gave me the option to buy it so i did. And i got the house and the decorating guide book. But it doesnt give me the option to actually decorate it. Any suggestions on how to get it to work?

You have to complete the quest were you find that woman's killer, then you can decorate it.
