Just have patience try to spamming for a good 5 minutes straight then reboot and keep on trying it that way. Take a break in between and then keep on doing that. You should have it working in no time.

Uninstall it if it says it's installed. Try to reinstall it. If that's not the case then I would reboot your iDevice and then try to install it again. If that still doesn't work then I would rejailbreak your iDevice. Good luck. If you have any more questions let me know.
