TTG blocks some links so remove the spaces

First you should decide what niche you will use (topic for site)
Try to make it original there are tons of sites that are like TTG if you make one you won't receive much recognition

Forum Software

Free
www.mybb.com
http://simplemachines.org/

Paid
www.vbulletin.com
http://www.thetechgame.org/
http://www.woltlab.com/

Domain name
Most hosting companies will give you a sub-domain which isn't something you want. So if your host doesn't include a free dot.com then go with godaddy
www.godaddy.com

Your hosting
Free

000webhost . com
http://x10hosting.com/

I don't recommend any free hosting but I had to include one

Paid

aspirehost . tk
http://www.hostgator.com/

If you don't already know you can host your site yourself however before you do that remember it probably won't be as good and moreover than that it will cost more after you factor your bandwidth and electricity bill.

Once you are able to log into your cpanel do so and scroll down till you find FTP accounts. (I use this because the online FTP Client is buggy) Get that information and use it to log into filezilla
http://filezilla-project.org/

Upload your forum software to the appropriate directory (usually public_html)

While doing that go back to your Cpanel and find something called Mysql Databases and create a database and username if given the option.

Now you run the install process. Go to [ Register or Signin to view external links. ] (domain install url depends on software) Follow the steps and your finished

If you have questions please ask and if anyone has pictures I can add please let me know
