Well I think your talking about Xlink Kai but no you don't. If you want to system link you can just hook it up directly to your retail and do it then. Some good places to buy JTAG/RGH consoles would be at the marketplace a couple sections over but I recommend you do a little more research so you know what you're doing and you know what to buy.

No Xlink Kai is for other JTAG'ers to get together and play games but for hosting you would have to system link with your retail. When you system link with your retail you infect it then take it online.
