Either your banned of you have a child Account that you are playing on that doesn't allow online access.

Go to the dashboard & Go to privacy, Custom & Allow online game-play & it will ask for a PW.

That sounds really messed up. I haven't played Gears in a couple of months so I don't know. I think I'm around level 22. I think you should send a ticket or call customer support, or whatever else there is these days anyway.
