If you knew in the first place why level 55 was the limit, you'd know that level 25 prestige is obviously fake.

It is due to the fact that Infinity Ward re-uses their game engine for each Modern Warfare game. In the first Modern Warfare, there were 55 levels, so you could prestige at level 55. In MW2 and MW3 the same thing is true, but the option to prestige is simply disabled until after level 80. If you can find a way to glitch or mod the prestige option, then you will prestige if you are 55+
