Notify Bioware via their Mass Effect 3 forums. This has happened to a lot of people so you may just be SOL.

Bioware had to immediately stop the rewarding of the packages due to people exploiting them so they can get multiple packages. Bioware said on their website once the issue is resolved all packages will be handed out.
