I have skiller with 16 mining (just started) where is the best place to mine iron that has a furnace and a anvil nearby .

I don't think any places really have a furnace nearby, what I would do it just mine like a few thousand iron then smelt it then smith it.

as said, it is best to mine a lot of iron before smelting it. if you are a member i suggest ardy to mine iron, either by the church south of the city or near the legends guide east of the city. if you are F2P you can mine at in the desert east of lumbridge.
once you have your iron you can smelt it at the desert or fally as they are both close to a bank, use the ring if forging if you are a member.
once you have the bars i suggest going to varrock west bank and using the anvil south of the bank to turn them into items.
