' I would start off stop trying to make forum graphics, start more on big canvases (1280x720)pixel's for example then I'd suggest working on the different tools photoshop offers like begin smudging simple brushes and working on layer style effects.

Once you do this it should help you to begin to understand the different elements that go towards making piece of art.'

As Groovy said, start off bigger and learn the tools.

Also it looks like a smudged background with a render placed on and then some filters added.
