hey, im buying a new PC.. 400 being my max budget, and this is one im looking at

CPU: Pentium G840 Dual Core Processor (2.8Ghz, 3MB Cache)
Hard Disk: 500GB (1x500GB) SATA II Hard Drive
Memory: 8GB DDR3 (16GB Max)
Graphics: 1GB nVidia GT430 Dedicated graphics
Super multi DVDRW
Memory Slot: 2 x DIMM (1 populated)

Operating System: Windows 7 Home Premium 64Bit

is that good value for money? i'm only going to be using it for the general use (internet etc) and World of Warcraft..

You are better off saving up your money and building your own PC.
