I seem to have an error with trying to run a server, any help/ideas would be much appreciated as i've tried just about everything.

The error is:
[INFO] Starting Minecraft server on *:25565
[WARNING] **** FAILED TO BIND TO PORT!
[WARNING] The exception was: java.net.BindException: Cannot assign requested address: JVM_Bind
[WARNING] Perhaps a server is already running on that port?

I have done the following:
-Lowered my UAC control
-Disabled my router firewall, and my computer firewall.
-Updated Java.
-Tried different ports.
-Port forwarded correctly.
-Static IP address.
-Restarting computer.
-Closing out of all java processes.
-Tried a different router.
-Made sure that port wasn't already running on a different program.
-All to no avail.

I'm running on Windows 7, if that helps with anything.

You obviously haven't port forwarded correctly, otherwise it will launch the server.

Go back and check again to see if the port is forwarded on both TCP and UDP

I did port forward correctly, and yes it is both TCP and UDP.
