I highly doubht it is true. Somebody most likely just made some links from the rugrats to some other shows and popular internet consiprecies and pieced together the puzzle therefore creating antoher internet conspirecie. Its really not that hard to do if you have some free time on your hands.

This kinda made no sense to me xD

All of the parents in Rugrats acknowledged that their children were there; i.e they talked to them. None of them were dead, and Angelica wasn't psychotic. It was just a normal kids show. People just like to come up with weird stuff without knowing all the facts about the show.
