I can almost guarantee the release of SOME tool. Rumors I have been hearing seem to either been strongly against mods or strongly for them, hopefully the latter. It could even be possible that as I type this someone is decompiling the Borderlands 2 beta and building something that we can use on release.

However, you're getting the tool the same time we do. You testing the tool is no different than the creator testing the tool, if anything less fruitful, so why would they risk an early leak of the tool?
