I guess, if you're VIP on Forza 3 and start a new gamesave on Forza 4 you will get it.

On forza 4 you have to win them by doing the rivals mode thing and beating a set time.

I got the '69 Camaro from T10 for beating Rampage's time. They aren't difficult to complete and win but it takes a while for T10 to gift them (like 2 weeks when I got mine from the end of the competition)
