I cant add people but they can add me, i have TF2 downloaded and it says i need a game im my library but it wont let me add people please help

You have to purchase a game. Free games don't count, sorry.

I suggest adding $5 to your Steam Wallet and buying something cheap to remove the limits.

Its probably because you need to buy the game. That would be my guess.
