Ok, so it's recently been red ringed I left it for a while...

Then did the heat trick and cleaned it up new thermal paste, and everything 12v fan mod (xenon ofc)

But now for some odd reason when I turn it on, it takes a good 15-30 seconds to load up
and if not it freezes on the loading xbx design screen...
and I put my hand on the cpu heatsink it seems to overheat extremely fast more than before.

You could've possibly burnt out the motherboard, or you need new heatsinks. Im guessing you have a Xenon?

edit: Are you using xclamps? or xclamp fix? Whichever, make sure its tight enough/on correctly.

Im not sure? How can I tell, I mea the cpu heatsink looks like itsa little high but i havnt dropped it or anything, also it red rings after some extent but if it freezes nothing happens and it stays on that one xbox load screen

I've had a xenon like that.
and ways to tell if its

1. Old
2. Abnormal changes such as noises, boot time, etc.
3. Or just plain old ware and tear.

Xenon's dont have much of a lifespan. If you cant fix it, i'd suggest selling it, and buying a falcon or jasper rgh with a 12v fan. Which ever is better for your budget

Edit: Did you clean up the chips very nicely, including the bottoms of the heatsinks? and apply a thin layer of thermal paste? arctic silver 5 in my opinion is the best.

Very much possible. Make sure you dont get ANY or there isnt any existing thermal paste on any part other than those black chips

So.., wait I need to know this, say its because the solderd points are like kinda loose? should I get a line of copper wiring and a soldiering iron and fix it up or just go lazy on it and pad up the areas around the chip and heat it with a hair drier then geta thin sharp piece of metal and press it back down to get it back to normal? which is better and artic silver 5 sir ;p but i think i put very little

Go with your gut, if you think its too little, add a bit more. And dont touch the solder points. If you feel they're a bit loose, which isn't normally the case, tbh, I'd fix it the lazy way,

Thats your problem! WALA. Take apart the 360, which i'm sure you can, if not, youtube it.
and follow up with this video. id recommend cleaning up the cpu with rubbing alcohol and q-tips. This is my last reply, as im going to bed. If anything, PM me, and i can get back to you tomorrow.
