A JTAG/RGH is a modification that can be performed on a JTAG (I'm not going into much detail, but if you'd like to know more then read the ultimate JTAG guide).

Yes both JTAGs and RGHes can run unassigned codes, meaning that you will be able to run xexmenu and modify games.

However you will not be able to connect to xbox live on either (unless you know how to bypass the server checks).

You must purchase them, usually JTAGS pricing from 200 - 500 and i am not sure about RGH's
