its a big platform that people use to drive and make path ways.

Its a circle on gta4. but idk whats the name of that object so i can spawn it. any one knows?

The game name might be something like

oilsmall

Something close to that.

You are talking about the Oil Tank. I don't know what object spawner you are using...but I think it would be called Big Oil Tank (or something like that).
