Actually, you could if you wanted. The meltdown occurs when the coolant doesn't deploy, the heat of the reaction can't be controlled at that point and the plant thus, has a meltdown.
Granted, they would never do that on purpose.

Chernobyl was caused by a unexpected output surge in a test shutdown and they failed at shutting it down once things started getting it bad.
