Hey TTG I just bought a new controller from some people on Ebay named the XL team The Controller looked exactly as it should have in the picture. Until I found that the shell is not placed on correctly meaning it is not matched up correctly, The A Button is sunken in as is the Start button. The shell was not put back together right after it was panted and The Left analog stick does not work sometimes. Can I fix all these errors if I bought the Screwdriver for it and then opened it up myself?

Contact them and see if you can get a refund or if they can provide any support.
If that isn't possible, just take the shell off and put it back on correctly.

Yes, you can. There are a total of 7 screws that hold the 2 shells together that can be taken out.

Well, you can open a dispute - it will lead on his account getting blocked, then you can pressure him to fix it. You can reason with him, try to get it returned and wait a while. You can get ebay involved and they will pressure him to fix it. Pick one above.
