It does not take a great deal of knowledge to put a MOBO on some stand offs and place a video card into a PCIE slot and connect some cables. There are 100's of tutorials out there if you were to every get stuck anyways. Why overpay when you don't need to?

Okay maybe not a great deal of knowledge it probably could be done simple enough but maybe they just dont want to or just want it done for them without having to fiddle around

A more simpler summary of what you're trying to say is it comes down to pure laziness. It'll take around roughly an hour, maybe 2 if you want to take your time and double check everything - that's probably less time than it would take to decide on a pre-built POS system on EBAY.
