I have been looking through some eBooks and have downloaded a few just recently for free. But i find some of the parts confusing because they make the assumption that i know another coding language and i don't. Are there any decent books i could get for about $15 - $30 that don't make any assumptions of coding experience?

your welcome also bucky has some great tutorials on c++ which explained some stuff that antiRTFM didn't like inheritances/virtual functions/friend functions/templates/working with file .. and so on. so i suggest you watch all of antiRTFM's and BUKYS tutorials here is the link to buckys site

that's pretty tough jumping into a high - end language
like C++ as your first.
Good luck, and as shadoweagle said, i would suggest tutorials from Thenewboston for a beginner, he explains all of the concepts of programming as a whole very well.
