The best thing you can do is give your honest opinion to those people by commenting on what you think is wrong and how they can improve.

Constructive criticism is the only way people will improve. Rather than all the spammers just saying "I rate it -10/10"

This doesn't tell anyone how to make it better.

Well everybody has to start somewhere.
Maybe if people would give real feedback instead of saying 10\10 all the time their work would improve.

If you state your honest opinion then you get downvoted to the crust of the Earth because everyone assumes you are flaming.

Most people do GFX for rep and those people are the ones that make crap work. I stay out of the Graphics services and rate it 1/10 because I agree with you its unbearable to see some of the work there (un-less someone is starting out) people who do it for rep think that slapping on some text with a texture in the back and some crappy animation is GFX thats just the way it is but I use constructive criticism just like the people above me have said.
