To start the quest you must find a book called "The Aetherium Wars" located in Fort Dawnguard,
you can also get one in the Soul Cairn during the "Beyond Death" quest
and is on the table next to the Elder Scroll(Blood) you receive there.

Locations For The Three Other Pieces Are "Deep Folk Crossing" (near river), "Mzulft" (in storeroom), "Raldbthar", If Your Having Trouble And At The End Of The Quest You Will Be Able To Make Only One Aetherial Item So Choose Wisely
