Looks good, but I feel there's more that can be done to it. The white circle looks like a reflection though. Try blurring the blue and green on the bottom left of the pupil

i did but i am pretty much a total begginer to photoshop so i have been looking through a few tuts and looking at the different tools ect

Everyone had to learn SOMEHOW, there's nothing wrong with tuts.

I like this piece too. Yes, it needs work in places to achieve a crisp result, but it still speaks for itself.

It looks like he stayed up watching tv at 3am and some brainwashing program came on and he can't look away

Well, I don't want to sound too harsh but here's what I have to say about this.

The Glow around the eye should be a little less visible. Also, make it a bit softer around the edges.

What ruins it for me is the ugly green thing around the ring. I understand that it's there though, it just looks weird the way you did it.

The background is too fuzzy and makes the picture look a little less quality then it already is. You should try to find a better picture and try again.

Seeing as you did it from a tutorial, there's really nothing I can tell you but to watch some more and get the hang of stuff. You'll get better, just keep at it.
