A new Call of Duty is out every year.
Halo takes a couple of years to develop and to come out with a new game because they actually fix and do NEW things.

When you have that much money, and the your system for making money works (such as releasing games with a few new features and calling it a new game), you don't give a f*ck. When you make hundreds of millions each year, you're not going to change the system.
