Did you save, rehash, and resign after changing the IDs?
Also you need to be on the latest update for the save to work.

can you also mod it the way that i dont have to do all the license races? I just want to do the normal archievments like photos and the other races but the story mode is sooooo annoying + all or pretty much all roads unlocked ? if thats toooo much , then ofc you dont have to do it im happy if i get atleast a save without the traffic cars

I will make one without traffic cars. But all the other stuff will not give you the achievements.

You need to open the save in Horizon and replace the Profile, Console, and Device IDs with your own. After doing that make sure to save, rehash, and resign.

I know how to do that and all, but whenever I play it just restarts! I tried deleting all the updates but it says it's corrupted. Any idea on how to do this?

Download the save.
Extract the Playersave from the .zip file.
Open the playersave in Horizon.
Replace the Profile, Console, and Device IDs with your own.
Save, Rehash, and Resign.
Put the save on your Xbox 360.
Download ALL the Updates for TDU2.
Start the game and choose the device where your save is located.
You should spawn in the Used Car Dealership.
