I just got gta 4, and i want to access the cheats but it wont let me. I've just started and i dont know if im supposed to do something. im at the apartment where you drop off the brother or what ever. Basically free play. what do i do?

Do the loan sharks mission, and Roman gives you a phone. That one will let you access ypur cheats.
