You have to click the one that has "Summer of Arcade" in the top left corner of the picture.

Once you find that it should take you to a screen that looks like a suitcase, look in the bottom right corner and you should see Minecraft offer.

Click that and choose "Get The Skin Pack" then confirm it and you're done.

so the summer of arcade skins are only for people that live in USA? thats a bit unfair?
