My current mage level is 84 and i only have around 20M left.

Would that get me to 99 or at least 94?

It depends on how much you're willing to spend. You could alch, superheat, barrage, or alchstun. The only method that I've tried that makes cash and levels mage is superheating steel bars.

I've been doing high alchemy for 10 rune arrows at a time, and it is working great for me, only like 2.5m per inv.

That is the method I did getting to 94 magic and I lost very little if any and by 10 I think you are meaning 10k. This is the method I would recommend for you to use Siri because there always is rune arrows in the GE so if you run out you won't have to wait for another load.

just go dung and make gatestones took me 2 weeks from 1-99 unfortunately i had to train mage with spells till level 35 because that when u can make gatestones, its aprox 50-90k per hour and its free
