So, me being somewhat of a weirdo still somewhat idolizes the cartoons I grew up watching as a kid, mainly the ones spawned by Hanna-Barbera's "What A Cartoon". Those being Dexter's Laboratory, Johnny Bravo, Cow and Chicken, I Am Weasel, The Powerpuff Girls, Ed Edd n Eddy, Mike, Lu & Og, Courage the Cowardly Dog, Sheep in the Big City, Time Squad, Grim & Evil, Whatever Happened to... Robot Jones?, Codename: Kids Next Door, The Grim Adventures of Billy and Mandy, Evil Con Carne, and Courage the Cowardly Dog.
Getting back on track, I would throw some money at having someone restore the originals, which were created in 4000x2000 or 4k Ultra-High Def resolution, and put them onto a Bluray collection separately which then would be sold retail. Who would I have to contact, pay, or send a petition to, to do such a thing?

Are you sure cartoons are made in 4K? They aren't live-action films or TV shows, nor are they being shown in theatres. Therefore, the animators only needed to create the show within regular TV dimensions at the time (640*480).

As I've mentioned before, I'm weird and I love cartoons. I've long dreamed about being a storyboard artist and in the countless hours of sitting through school, research, and whatever else most cartoons are created with the mindset of that they will be broadcasted ten to fifteen years into the future, so they use higher resolutions so that they can stay relevant. I mean some don't like Spongebob. Which still stays in a standard 640x480 to this day and are paying for it.
