I think if you just download the update to a usb drive and move it to your other xbox it'll ask to update.

If the console is banned you shouldn't be able to update it period.
From Xbox.com "...or play new games that require a console software update."
This obviously implies that you can;t update the console at all. It will probably just come up with an error saying you're banned.
