In the Xexmenu my 32gig USB is showing as a 15.9gig.
Whats the deal?

Because you formatted it to your xbox. Only xbox hardrives can be more space. Your own external ones only go up to 16gb.
Go to computer --> (your usb) --> Right click --> Format it to FAT32.
You will now have your GB size on the usb!

yeah format it to fat32 but make sure you backup whatever you have on your usb at the moment or you will (obviously) lose it forever
also customize it when you put it into your xbox
