I would have to say spider jockey ( a skeleton that uses a spider as a mount) They have a 1% chance of spawning. That, or a charged creeper.

Thats true but you can go on a mapseed like "icba" and get it everytime. So a either of the mobs i mentioned above are by far more rare.
