What I don't understand is the reason why people don't rep the person who helped them or gave them info. It's not like it takes anything away from you.

i heard back in the day you could give neg rep which i think should have stayed because it helped identify spammers and scammers

I have another thing to say about this: you shouldn't help people expecting to get something out of it; you should help people to be nice and generous and by doing that, you will also get something in return.
