hey I am looking for the easiest and cheapest skill to get to 99... any suggestions?

Woodcutting: Costs nothing and takes no effort what so ever.

no 99 is "hard" time consuming will be a better word
you could try woodcutting, firemaking, runecrafting (runespan) or cooking

fishing and cooking
do at the same time...you will get cooking to 99 and fishing to 90 maybe cuz its way more longer...fish lobs until 90 then bot sharks

Runecrafting in Runespan costs nothing, and I got it in the members trial on my skiller. Then, you can make so much cash with 99 Runecrafting after. I suggest getting that

cheapest would be woodcutting since your are earning money and not spending money, but it gets pretty boring though

You have to upgrade your Hatchets, so you are spending money but you get way more then you spend.
