No. Your Xbox is just having trouble connecting. If you were banned, the guide would tell you so. Try turning off your router and letting it sit for a few minutes. Or reset your Xbox. One should work. If they don't, call your ISP and see of your payments are up to date.

turn your router off for 30secs. turn it back on and reconnect after the rounter been turned on for 30secs. i this dosnt work make sure your telephonewire is plugged in,
