im talking about maybe there working on a dash that once on a retail will not be able to connect to consoles with a different dash

I doubt they would do different dashes. Maybe they would do it by not allowing unsigned code system link with signed code. But then you wouldn't be able to play system link multi player like black ops 2 because you need a devkit to run black ops 2 beta.
