it means uve got a really bad connection or something is up with the recovery system

try switching your xbox off then back on and try again

if that doesnt work switch off xbox unplug the ethernet cable for 30 seconds hen plug it back in wait 20 seconds then switch xbox back on and try again

Actually you are wrong, Delete your profile off of your Xbox, make sure you choose delete PROFILE ONLY! NOT PROFILE AND ITEMS!

Do that then try recovering it, It should work.

It's nothing to do with that. It happened to me once. I recovered it onto someone elses xbox and then recovered it back onto my own. It seemed to work. Hope this helped

Usually means that your profile is still on your hard drive.

You just to delete your profile and it should work.

Currently, a generic error message will display on your Xbox 360 dashboard notifying you that sign-up is unavailable and you will not be able to recover your old Gamertag. Here's what you need to do to correct this:
Fire up your Xbox 1 and sign in to Xbox Live
Access the Account Management screen
Go to the Credit Card screen and replace the outdated credit card information with a valid card
Save the updated information and return to your Xbox 360
Select Recover Gamertag from Xbox Live from the Xbox Live blade
Go through the recovery process
Once you've updated your Xbox Live account with a valid credit card, you should be able to recover both your Gamertag on your Xbox 360.

That's from xbox.com hope it helps
