You have to turn the settings down to low on most games to get any sort of decent frame rate.

then how come when people have the same exact specs can run it?

they also couly have a kickass processor to make up for things alittle bit

but they post the specs and i have the same processor if not better and same graphics card. Could more ram make the difference most have 6 or 8 gb of ram

Since i upgraded to 8GB of RAM, i have seen an increase in FPS so yes i would say so!
